2015 Wildwood X-Lite 262bhxl tandem axle, i am assuming 3inch diam. Can this kit be installed with out welding? also would i have to buy 2 kits total. I appreciate your time

I'd recommend confirming the diameter of your axle before prodceeding. You can easily do this by using a flexible measuring tape and measuring the circumference of the axle (distance around the axle). Divide the result of that measurement by pi (3.14159) to get the diameter. The # K71-385-00 is compatible with 3 inch axles and double eye suspensions only.
If your axle is 2-3/8 inch in diameter, use # K71-384-00, which is also only compatible with double eye suspensions.
Because the axle is being relocated, the spring seats won't be in the correct location anymore. The axle will have a bow in it, which should remain pointing upward. You will need a welder to tack the new spring seats into place.
For a tandem axle trailer, you would indeed need two over/under kits. Keep in mind that if you're raising the height of your trailer, it might affect the ride characteristics of the trailer.
