I have a Ram Long Horn 1500 4x4, can it handle pulling my RVwith 2100LBS tongue weight?

The tongue weight of a trailer is usually about 10 to 15 percent of its total weight. Given that, RV you describe likely weighs between 21,000 and 25,000 lbs. If you're speaking of a bumper pull trailer, it's likely that the weight of the trailer would exceed the towing capacity of the truck.
You don't mention the model year of your Ram, but there probably isn't a bumper pull type hitch available for your truck that would have the necessary capacity.
If you were speaking of a fifth wheel RV, you might be able to tow it, since the tongue or pin weight will be resting directly on or just forward of the rear truck axle. You can determine the capacity of your truck by looking on the ID sticker on the driver's side door jamb. The sticker should list the GCWR (Gross Combined Weight Rating) which is the maximum combined allowable weight of the tow vehicle plus the trailer. If you subtract the weight of the truck (curb weight plus cargo and passengers) from the GCWR, you'll have the maximum allowable trailer weight.
