1. is this a front hitch that will fit the above referenced truck? 2. When the instructions say the front skid plate must be removed, is that just to install and it is put back on? Or does the skid plate come off and stay off? 3. Where does the hitch come out in the front. in the slote near the license plate or under the front bumper?

The Curt Front Hitch for the 2010 Toyota Tacoma, item # 31313, is the correct front mount trailer hitch for your 2010 Toyota Tacoma. The reference to removing the front skid plate on 2007 and newer models is a requirement for installing the hitch and the skid plate will not be reinstalled. When installed the receiver will be bellow the front bumper.
A couple of handy accessories you might want to consider with the front receiver hitch are the Curt Trailer Hitch Electric Winch Mount Plate, item # C31010, and the Round Tube Stainless Steel Trailer Hitch Receiver Step for 2 inch Trailer Hitches, item # CR-600. These items make installing a front mount winch or servicing the engine on the vehicle very convenient.
A receiver lock, like # e98880, would also be a good idea for protection of the items installed in the front mount hitch.
