how does the saver hook to bumper? do u have to drill a hole in bumper for a screw?

The "saver" portion of the Camco Vented RV Bumper Cap w/ Tether # CAM40324 that you referenced clips to the edge of the bumper that the cap is installed on. Basically you would push the clip over the edge of the bumper securing it, and then you would install the cap over it to secure it.
