In some cases a time delay brake controller is going to be the better option than a proportional controller. For example on a vehicle that has limited places to mount a controller and time delay controller is ideal because it doesn't have to be mounted in a specific orientation like a proportional controller does.
Another benefit is the lower cost. Generally speaking, time delay controllers cost less than proportional controllers.
And if you happen to ever need a brake controller on a motorcycle then you would have to get a time delay because the tilting of a motorcycle during turns would confuse a proportional controller.
With that said for a 2013 Chevy Silverado I would still go with a proportional controller. I recommend the P2, # 90885, because it is easy to set up and use and it is reliable. I have linked a video showing how it installs on a 2013 Silverado. I have also included some helpful articles on brake controllers and specifically installing them on the generation Chevy truck you have.
