You say that the PAL8521 can be converted to power with PAL8525 but, I thought that PAL8521 was powered and that it will work with my OEM tailgate handle with back up camera?

The Pop & Lock Custom Tailgate Lock # PAL8521 that you referenced is designed to work with your existing power door locks, so when you lock your truck, you lock your tailgate. You would not need the # PAL8525 as well.
The # PAL8525 would be used with the # PAL5500 to upgrade it, but would not be needed with the # PAL8521.
The # PAL8521 would work well with your factory backup camera as well.
