Is all of the information I read pertaining to C11387 Curt Class 1 receiver hitch and the Swagman XTC # S64670 applicable for my 2013 Mini Clubman S?

The Curt Hitch part # C11387 that you referenced has been confirmed to fit all models of the 2013 Mini Clubman so that means it would work well on your S model.
This is a Class I trailer hitch and Class I trailer hitches are designed to handle only 2 bikes at most and you must have a Class I compatible bike rack. And this trailer hitch, the manufacturer requires using a stabilization strap # 18050 for all non-trailer loads.
