Just wondering what size the square mounting tube is on the Back Plate, and if my hitch mounted cargo basket could work with it. I realize its only rated for 100lbs, which is fine. I think my basket is about 20lbs, and I wouldnt be putting too much on it.

The square tubing of the Replacement Back Plate # SPN550 that you referenced is 1-1/4 inch by 1-1/4 inch. (See picture).
Chances are your cargo carrier is designed to fit IN a 1-1/4 inch hitch and not around a 1-1/4 inch shank like what this product has so it wouldn't fit. Also, since the only style of cargo carrier this product is designed to fit is the # SPSJ4319 I can't recommend it for you.
Your best option would be to go with the # SPSJ4319 if a spare tire mounted carrier is what you are looking for.
