Would this reduce the overall capacity like the D-192 dual reciever adapter would?

No, the Curt Multipurpose Ball Mount with 2-Inch Receiver # D210 does NOT reduce your trailer hitch's capacity by 50-percent like the # D-192. This is because the # D210 has a ball mount already welded into place, while the D-192 has a receiver opening. Since the geometry of the welded ball mount is known and fixed there is no chance of an extra-long ball mount being used. Such a condition would indeed result in a reduced capacity. Hitch capacity is only reduced if the receiver portion only is used on D210.
Both products' lower portions are for use only when towing; their top receiver portions are only for use with accessory items like bike racks.
When different items, such as hitches and adapters, are used together the lower-rated item becomes the overall limit for the system much like the weakest link determines the overall capacity of a chain.
