Will this hitch part#E-3S fit a 1999 ford f-150 stepside. 4.2 V6.

If your 1999 Ford F-150 is equipped with a step bumper, then yes this hitch can be used. You may need to drill new holes factory holes do not line up.
You can also use a standard frame hitch like part # 75065 or part # 13355.
