Question:
Im looking at Optronics LED, oval, recessed mount, clear lighting. As a rule, are the utility lights brighter than the DOT backup lights?

The Sealed, 6-1/2" Oval LED Trailer Utility Light # BUL78CB that you referenced is very bright. This light produces 175 candela which should be brighter than DOT back up lights. I attached a review video for more info.
There are no DOT standards that dictate that a reverse light has to be at least a certain brightness so it's hard to say for certain if this light would be brighter than any DOT reverse light. But considering how bright this light is I would imagine it is much brighter than most standard reverse lights.
