Your best option is a weld-on trailer hitch for your 2008 GMC Sierra 2500 HD Royal Dump Body. The Curt Hitch # C15313 you referenced won't drop down far enough for it to work properly.
I recommend the Curt Class V weld-on receiver hitch # 15902 because it has a 10.865 inch drop. It's designed to work with service and utility body trucks. The gross towing weight capacity is 15,000 pounds and tongue weight is 1,500 pounds.
It's recommended a certified welder complete the installation.
I linked all the weld-on specialty class IV and V hitches for you to view.
