Keepers are basically metal prongs that are in the opening of the hook on the ends of the straps that act as a mechanism that helps secure the strap to the surface that they attach to. A lot of times when you are trying to use ratchet straps it is difficult to keep the hook of the strap from popping out of place when ratcheting. The keepers help prevent that by putting a little tension in the hook so it stays in place. See the picture to the right for more clarification.

The ratchet straps are rated for use as tie-downs, not as lifts. Additionally, there is no safe way to control the speed at which the boat is lowered with the ratchet straps.
