There is one spare tire mount made for an application like this. It is the Roadmaster Hitch Mounted Spare Tire Carrier w/ 2" Receiver Opening - 2" Hitches # RM-195225. This will give you a spare tire holder that can swing down for easier removal and will give you a 2 inch receiver for a bike rack. I do have an option for you but there aren't any custom fit trailer hitch options for a 2006 Thomas School Bus. That said, we do still have universal options which can be installed either via welding or cutting/drilling. For this, I recommend the Curt Class 5 Universal Weld-on Hitch part # C87CR which uses very large side plates so you have a lot of room for error when modifying them to make fit. That's actually what we recommend the most for people towing trailers with electric brakes that have tow vehicles with air brakes. Installing a P2 part # 90885 will allow you to totally bypass having to interface with the air system and will work very well.
Hardwiring a brake controller isn't too difficult. It basically is just a matter of running a few wires. One to the positive post of the battery, one to the ground, one to the trailer connector, and then one to the stoplight circuit.

Between the Shocker Hitch and Gen-Y Torsion ball mount, I recommend the Gen-Y. Its rubber torsion arms are going to absorb road shock naturally due to its design, while the Shocker Hitch requires constant maintenance that isn't needed with the Gen-Y.

The reason for this is because it's a wireless controller which means there is no running wires from the front to the rear. According to Fleetwood, the factory port or plug for a brake controller on the Ford F-53 chassis is coiled underneath the dash. Look for a 5 pin gray connector. I believe if you look in the center console area (right of the steering column) and up under the dash it will be there.
The correct brake controller harness you would need is the part # 3034-P.
