I checked with Tekonsha and they state that your 2019 Buick Enclave with the factory tow package (factory 7-way) can have a brake controller installed but there isn't factory wiring so you'll need to hardwire it to the vehicle.

According to page 328 of the online version of the owner's manual for your 2019 Buick Enclave you will need to do the following before towing your vehicle with a tow dolly (it states that your Enclave cannot be flat towed):

This is actually a pretty common issue, and the bolts that came with the Curt Trailer Hitch Receiver # 13424 that fits your 2017 Buick Enclave.
You will simply need to clean the existing bolt holes (weld nuts) with a spray lubricant and Wire Brush # 814092.

As long as you are under the trailer tow weight rating of your 2017 Buick Enclave (which you stated was 4,500 lbs) and the max weight rating of your vehicle then you can safely do this. Trailer hitches and hitch balls are rated separately from the vehicle which is why you're seeing higher ratings there.

You can easily add a 7-way to your 2019 Buick Enclave. The only thing you need is the T-One Vehicle Wiring Harness with 7-Way Trailer Connector # 118287.
To install this you simply need to plug this into the factory harness, which is on the driver's side stashed under the vehicle, as you can see in the cut out of the linked installation instructions I added for you.

The Curt and the Draw Tite hitch for your 2019 Buick Enclave are similar enough that it would not be worth it to go with the higher priced version. They both fit and install the same and allow the rear bumper cover to install over the hitch when not in use. If I were you I would go with the # CU29FR. view full answer...
In my experience the fascia trim panel cannot be replaced on the Buick Enclave vehicles after the installation of any of the hitches that are available for that vehicle. This is because the fascia for the Enclave is shaped differently than the ones for the Traverse. I posted a photo that one of our customers sent in showing how he trimmed that center fascia piece so that he could reinstall it on his vehicle. At the rear of many Buick Enclave models, there is a cover that is in the center of the bumper fascia. If you view the attached video and at the 0:25 second mark you will see our tech removing the panel. The removal of this panel may not be applicable to your model vehicle.

I'm sorry to hear your scale is malfunctioning. The etrailer Tongue Weight Scale for Campers and Utility Trailers # e99044 does not have the ability to be calibrated. The scale typically stays calibrated so that isn't something that is necessary. However, we have run into manufacturer defects before which have caused it to be off.
