Yes, it does. The Curt Hitch item # C13409 does fit the Wilderness model of the 2023 Subaru Forester. However, I recommend using the etrailer Hitch item # e83ZR instead. This is our house brand hitch but is manufactured to the same specifications as the Curt item # C13409 you were looking at. The only difference, other than price, is the matte black finish. I find this blends in better beneath the vehicle than the glossy finished Curt hitches.

For max tongue weight you will need to stay under the least rated component so even though the etrailer Trailer Hitch Receiver # e98839 has a 525 lb tongue weight rating, I looked in the online owner's manual for your 2017 Subaru Forester XT and it looks like the max tongue weight they list for a trailer is 200 lbs so I can't recommend using anything where the carrier and cargo exceed that limit.

Typically bracket height is measured from the bottom of the wheel to the center of the bracket. I was able to determine the height from the bottom of the wheel to the bottom of the bracket using the bracket dimensions.

I went out to the warehouse and measured the shank. The wall thickness is 3/16". The two smaller holes at the front of the shank are 1/2" in diameter and the larger rear holes are 5/8" in diameter.
