You should only use the provided hardware to secure your hitch. Using any additional spacers or washers will void the warranty from the manufacturer.
If it is an issue where the bumper cover is resting on the hitch and you are able to install it and properly torque the hardware this is not an issue and is very common on a lot of the hitches that I have installed. This eliminates the need for you to cut the bumper for clearance since it isn't really an issue.
