When towing a vehicle on a dolly like the part # RM-2050-1 that you referenced you need the steering wheel to be locked so that around corners the dolly fenders don't hit the door or fender of the vehicle.
If your steering wheel doesn't lock when the key is off you can use your seat belt to lock it. Wrap the seat belt a couple times around the steering wheel and then buckle it in place. According to an online owner's manual I found your 2014 Buick Encore cannot be flat towed. Meaning it cannot be towed with all four wheels on the ground. If you have the all-wheel-drive Encore it must be towed on a trailer. However, if you have the front-wheel-drive model it can be towed on a dolly with the front wheels off the ground.
