I am looking at flat towing my Jeep wrangler unlimited Moab. It has this bumper on it: EAG JK Jeep Wrangler 07-18 Full Width Front Bumper With LED Accent Light. Ive been told I can use the shackle mounts with adapters to attach to my tow bar. Is this bumper able to do that safely? Or do I need to invest in a base plate?

You could potentially use the aftermarket bumper adapters like the Blue Ox Off-Road Bumper Adapters for Blue Ox Motorhome Mounted Tow Bars # BX88357 to flat tow your 2014 Jeep Wrangler Unlimited MOAB, however before you do that I would reach out to the manufacturer of your bumper and find out if your bumper can even be flat towed.
If it can, you'll just need a set of adapters like the Blue Ox Off-Road Bumper Adapters for Blue Ox Motorhome Mounted Tow Bars # BX88357 which work with 7/8" openings, # RM-035-1 which work with 1" openings, or # RM-035 which work with 3/4" openings.
From here, you'll just need a tow bar # BX7420, a wiring kit # RM-15267, and a braking system # SM99251 to complete your flat towing setup.
If your bumper cannot be flat towed, then you'll need a proper base plate kit like the Blue Ox Base Plate Kit # BX1126.
