How tight do the pucks need to be when locking them into the truck bed?

When installing the Reese M5 5th Wheel Trailer Hitch for Ford Towing Prep Package - Single Jaw - 20,000lbs Item # RP30921 in your factory puck system you shouldn't have a hard time locking into the pucks. In the attached video you can see David easily slides the locking handle over with one hand and locks them into place with the included pin/clip.
