I have a tandem boat trailer with 7 inch brake drums I want to replace my Atwood brake actuator with a titan model 60 z lever lock drum brake actuator 7000 lb my question is do I need a reverse lock out

You've made a good choice going with that actuator, it is very dependable. You will want to use the Brake Actuator # T43397007K which is designed for use with drum brakes like you trailer has rather than the disc brakes the other is designed for. Drum brakes don't require the same pressure to operate as disc so you want the right one for optimized performance.
You do need to install the Replacement Solenoid Valve for Titan Brake Actuators with Reverse Lockouts part # T4748800. Using the actuator without the lockout will cause your brakes to engage when backing up especially if there is any slope present. It is an easy installation to accomplish you will simply connect one wire on the solenoid to the reverse signal from the towed vehicle and the other will be grounded directly to the trailer.
