I took a look at the owner's manual of a 2014 Chevy Volt and it is able to be towed via dolly so what I highly recommend for a dolly is the Demco Kar Kaddy 3 Tow Dolly with Disc Brakes - Tilt Bed Frame # DM9713046 or Kar Kaddy SS Tow Dolly with Disc Brakes - Foldable # DM9713045 because of how much easier they are to use than other dollies. The Kar Kaddy 3 tilts down and the Kar Kaddy SS has a ramp so you can simply drive up the dolly and secure your car on it. These dollies also have a simple surge coupler to activate the hydraulic brakes on the dolly so there is no messy wiring to worry about.
These dollies also fit towed vehicles with a 42" to 76" width (from outside of tire to outside of tire) and based on my research your '14 Volt has a width of just over 70" which is perfect for the Demco dollies. Additionally, my research shows your Volt has 17 inch wheels, which is too big for some dollies but will work just fine on the Kar Kaddy dollies. I have added links to video reviews of these dollies for you to check out.
In regards to your Vespa scooter, the only option we carry which might work is the etrailer Motorcycle Carrier with Ramp for 2" hitches, # e98873 which has a 500 lb weight capacity. The only reason I say "might" work is because there are so many different Vespas I was unable to verify any type of specs in regards to its size.
The MaxxHaul carrier has a track width of 7" so your tires would need to have less width than that, and the carrier is 79" long so your Vespa's wheel base does need to be less than that. If your scooter meets those qualifications then the Maxxtow is perfect for you! I do recommend using straps like the Erickson Ratchet Tie-Down Straps w/ Web Clamps and S-Hooks # EM31353 to secure your scooter.
I have added a link to a video review of this carrier for you to check out as well.
