The Curt 24x60 Cargo Carrier # C18152 referenced in your question weighs 62 pounds. You are correct that you will need to factor in the weight of the carrier itself when determining if the combined load of the carrier and cargo will fall below the vehicle's and hitch's tongue weight capacity.
I took a look at the online owner's manual for your 2017 Ford Explorer and I am not quite sure what you are referring to with the "E-D-C" load limits. I wasn't able to find a specific tongue weight capacity listed for the Explorer, but typically this will be 10 percent of its towing capacity. The towing capacity of your Explorer will vary depending on its engine size. For example, if you have the 2.3L GTDI engine with 2WD, the maximum trailer weight is 2,000 pounds. This means the tongue weight capacity would be 200 pounds. However if you have the 3.5L engine and 4WD, the maximum trailer weight is 5,000 pounds for a tongue weight capacity of 500 pounds.
I recommend checking your copy of the owner's manual for the towing capacity of your particular model Explorer. The sticker you mentioned seeing to likely refers to the trailer hitch itself. You will still need to adhere to the vehicle's limits if they are lower.
