Hi, Im looking for a surfboard rack that matches 2 criteria: 1- I dont want its bars to stick out the legs 2- I want to be able to take the roof off driver/passenger while having the racks mounted Is there such product? Thank you!

There is a solution for your 2016 Jeep Wrangler Unlimited that will let you keep the front seats uncovered, however you have to have a smooth hard top for it to work.
The SeaSucker Surfboard Carrier, part # 298-BX1806 is the best potential solution, but requires a smooth, unpatterned top to work. It uses extremely strong vacuum cups to mount to the vehicle temporarily, and can be positioned however you need it to be on your roof. This rack is only able to carry 1 surfboard per rack, but there usually is enough space on top of a Jeep for two of these racks plus boards.
This will let you tie the surfboard down using the integrated loops and included straps. It doesn't have any integrated security features, so I recommend a 10 foot cable lock, part # e98891 paired with the Window Mount Lock Anchor, part # 298-BA0010. This will link the two racks to the door anchor and add security.
If you want to go the extra mile, the Thule Multipurpose Locking Straps, part # TH832 adds two locking straps that can replace the included straps for added security. You can use one on each kit, or both on one, to secure the board to the rack, or depending on where the anchor is, through the rack and onto the lock anchor.
I've included two videos on the SeaSuckers, as they're sort of in the "See it to believe it" category. One of the SeaSucker Talon bike rack so you can get an idea of how the racks function on a vehicle, and the other of the SeaSucker Talon being used to lift the front end of a VW Bus.
