Is the Lock Part of Thule Snug Tite Lock Required or Optional

Question:
I have a Thule bike rack and the compatible Thule threaded hitch pin. The pin fits as it should with my bike rack and keeps it snug in my trailer hitch. My question — Is the corresponding Thule lock housing and lock 753-3725-02 necessary for the stability and keeping my bike rack attached to my trailer hitch? Or is it solely for security purposes to prevent someone unscrewing the threaded hitch pin and making off with my bike rack?

The Thule lock housing # 753-3725-02 with a lock core installed serves 2 functions. Its primary function is to deter theft of the bike rack. Its other function is a fail safe should the threaded hitch bolt back out for some reason. You can use just the threaded bolt to secure the rack to the hitch and a regular clip. The lock is not required.
