I am looking to mount a bike rack on my 2016 Coachman Clipper Pop Up. I have been looking at the Curt RV Bumper Hitch that is 4*2, I also looked at the stromberg Carlson Bike Bunk Trailer Mounted... however, that wont work for me because it will interfere with the pop up beds so I will have to remove it every time. Will the Curt RV Bumper Hitch 4*2 work on my pop up with a C bumper? I am looking to attached a back rack that is universal for my 4Runner and my camper and holds 3 bikes.

Curt RV hitches # C19101 and # E-100 will not work on a C-channel bumper so you may want to consider a frame-mounted RV hitch like # 13703 or one of the others shown on the linked page. These have a 2-inch receiver opening for your bike rack or other RV-rated accessory and the various model fits varying frame widths; some are bolt-on while others are weld-on products. You can confirm in your owner's manual whether Coachman rated the camper's frame for hitch installation.
A bike rack to be used on an RV has to be rated for that application since such racks receive a lot more stress than racks used on passenger vehicles. With your hitch installed you could use one of the high-value Swagman RV bike racks shown on the linked page. Their Original 3 # S64152-2 offers 3-bike capacity and can be used either on a camper or on a passenger vehicle like your 4Runner.
I have owned my Original 3 for about 3 years and while it is not a fancy boutique rack it is very solidly constructed and durable. The Original does not include a lock; you can add a simple padlock or cable lock like # e98891 to secure your bikes. For a lock to secure either rack to your hitch use anti-rattle lock part # S64027.
