All you will need is a ball mount that has the proper rise to achieve the 17 inches you are needing to tow the trailer level. The hitches such as # 75758 and # C13186 for your 2016 Ford Escape measure 13-1/4 and 13-1/2 inches from the ground to the top of the receiver opening when we installed them on 2016 Escapes.
A ball mount with a 4 inch rise, # C45070, is exactly what you would need to tow the trailer level. The tongue weight of the trailer will pull down some and compensate for the additional 1/2 inch or so. For a 2 inch ball that fits this ball mount use # 63845 and for a 2-5/16 inch ball use # 63847.
For trailer wiring, if your Escape does not have the factory tow package with a trailer connector then use # 118566 to add a 4-Way flat connector to the rear of the vehicle. I have included some helpful links for you as well.
