Your Fuso FE160 has a tow rating and whatever that tow rating happens to be is what the capacity is no matter what the hitch is rated for. So for example if the Fuso is rated for 10,000 pounds gross trailer weight then you would be limited to that even though hitch # 41990 is rated higher.
The opposite is also true; if the hitch is rated for 16,000 pounds but the vehicle is rated for 20,000 pounds you are limited to 16,000 pounds because it is the lower rated component.
From what I could find the gross combined weight rating, which is the most that the truck and trailer can weigh together, is 23,710 pounds. The gross weight rating of the truck itself is 15,995 pounds. Subtracting the gross truck weight from the gross combined weight equal 7,715 pounds towing capacity.
But it depends on the gross weight of the truck itself. The truck is available in different configurations so you will need to check the owner's manual/literature to determine the specifics of your model. But if the truck was at its maximum weight of 15,995 pounds (including cargo, passengers, fuel and so on) then the most a trailer could weigh is 7,715 pounds. If the truck weighed 10,000 pounds then you could tow a heavier trailer before you reached the 23,710 pound gross combined weight rating.
