Installing LaSalle Step Heaters On A School/Commercial Bus

Would this pad be able to be placed between metal and a rubber step tread for school/commercial buses?

I talked to the LaSalle, the manufacturer, and they said that you should be fine using the ThermaHeat RV Holding Tank or Step Heater Pad w/ Thermostat - 18-1/4" Long x 12" Wide Item # 277-000164 between metal and the rubber step tread on a school/commercial bus. To install these pads you'll need the following items to complete wiring to the battery/installing a switch:
Switch: Universal-Design Rocker Switch - SPST - On-Off - 12 Volt - 20 Amp - 4-Blade - Red Pilot Light Item # PK34310
Spade Connector: Female Spade Terminal Quick-Disconnect - 16-14 Gauge - Fully-Insulated PVC - Qty 1 Item # DW01899-1
Butt Connector: Deka Heat Shrink Butt Connector - 12-10 Gauge - Nylon Insulation - Yellow - Qty 10 Item # DW05745-10
Fuse Holder: Spectro 12-Gauge ATC-ATO Fuse Holder - Qty 1 Item # SWC9539
