Purpose of Steel Band on Trailer Leaf Springs and Which Side of Axle it Should Go On
Question:
why is there a clip on the leaf spring only on one side? Which side of the axle should that clip be on? does it matter?

The clips on leaf springs are designed to be forward of the axle due to braking axle wrap (twisting). The straps/clips aren't super strong to prevent this but they're still there.
If the strap comes off or the leaves come apart it is time to replace the springs.
