I purchased the 9465-40 kit, and only 2 bolts worked out of the kit. The kit had a sticker on it labeled 50054F. But nowhere on the directions did it say what kit I needed. It had a break down of what I needed, but that was not in the bag. Was it the correct bag for this hitch?

I checked with my contact at Draw-Tite about the hardware kit you should have received from the retailer where you purchased your hitch. For the referenced hitch # 9465-40 there should be multiple hardware packets, parts 4440F (inside the longer of the two cartons for the base) and also part # 58320 for the head assembly.
Kit 50054 is not correct for this hitch so I suggest you contact the seller where you purchased the hitch to get the correct hardware.
