Question:
Whats the difference in hitches # C12232 and 36313 for a 2007 Tuaurs sedan?

Actually the Curt Hitch part # C12232 and the Draw Tite Hitch part # 36313 that you referenced are both very similar. They are basically two different manufacturers versions of the same hitch.
What gives the Draw Tite hitch the edge of the Curt hitch though is that it does not require a stabilizer strap like part # 18050 when used with a non-supported load like a bike rack like the Swagman XTC 2 part # S64670.
If you failed to use the strap you would void the warranty of the hitch so I would recommend the # 36313 for your 2007 Ford Taurus and then for a bike rack the # S64670 that I also referenced since it is one of our best selling racks with a ton of positive reviews. Check out the review video I attached plus an install video for this hitch.
