The Westin Bull Bar # 32-1695 fits several model year ranges of the Nissan Frontier, Pathfinder and Xterra as shown on our linked product page.

However, the two model years of the Frontier that you referenced, 1999 and 2013, are not fits for this bull bar or bracket kit.

At right you will find two links, one each for grille guards for the 1999 model year and one for all accessories for the 2013 Frontier. We a confirmed fit for bull bars for the 2013 Frontier, with part Westin # 32-1695.

However, we do offer two items for the 1999, both Safari Series lights bars, parts # 30-0015-1285 in black and # 30-0010-1285 in polished stainless steel.
