Should the Fulton Weld On Hinge Kit Be Welded All the Way Around the Tube

when welded does one weld all the way around or just on the horazontas or vertical sides

The hinge kit part # FHDPB230101 is a bolt on kit that comes with the hardware needed to bolt it to your trailer.
For a similar hinge kit that would weld on you would want the # FHDPW230300. I would recommend you weld it all the way around like the picture I attached that came in from a customer who installed this kit.
