I have a 2013 FJ Cruiser Id like to install a hitch and a hitch-mount bike rack, but I need to clear the spare tire. Will the Curt hitch work with a Thule T2? Thank you.

You should be good with the setup you mentioned. The Curt hitch part # 13367 that you referenced will have a distance of 6 inches from the center of the pin hole to the furthest point out on the spare tire cover, whereas the Thule T2 Pro XTR Bike rack part # TH69TX has a distance of 7 inches from the pin hole to the nearest portion of the rack.
