Question:
I need to replace CH508 lock. it appears form what I see on the internet that anyone that has a CH508 lock/key can unlock any other tool box with CH508? a good thief or a bad one only has to collect a key for every CH lock and help themselves.

You are correct in that anybody with a # KEYCH508 could unlock your UWS tool box that takes that key. However, it's not likely that a thief would go out and buy all of the UWS tool box keys and then go around stealing the contents of the UWS toolboxes. Is it possible? Yes, but not a reasonable thing for you to worry about. Most thieves are opportunistic and don't pre-meditate things as far as this.
If your box is locked you should feel secure enough that someone wouldn't be able to easily break into your box.
