There aren't any safety chain loops on the Westin Fey Bumper part # 63000-97800. Safety chains would be better attached to a hitch.
For a hitch for your 1995 Dodge Dakota that has safety chain loops you would want the Curt Class III Hitch part # C13280.
For trailer wiring you would want the Curt Harness part # C55329.
For ball mounts I recommend the etrailer Ball Mount Kit # 989900. It comes with 2 ball mounts, 2 balls, a hitch pin with clip, and a carrying bag.
