It sure can Rick and welcome back! The Caliber PolyShield for Non-Enclosed Trailers item # CA34KJ can definitely be cut down to fit a 76" wide trailer. You'll want to cut the same amount of material off of the inner sides of both end pieces to shorten it.
The Caliber PolyShield item # CA34KJ is designed to be modified so you won't have to worry about it losing it's strength by shortening it. The shield itself can be cut with a utility knife. You'll want to use a metal saw to shorten the metal bracing.
