Will this fit the Curt Roof Mounted Cargo Basket?

The Yakima Hi-Lift Jack Carrier, # Y07077, is designed to attach to the larger 1-inch steel tubing on the side of the Yakima LoadWarrior and MegaWarrior roof baskets. It has brackets that attach around the 1-inch diameter tubing.
On the Curt basket # C18115 the top tube is 3/4 inch diameter and the bottom tube is 1 inch diameter. You could attach the jack carrier to the bottom tube but the top tube is too small.
