Hey Chris, yes the Dexter DB-35 Single-Wheel Disc Kit # DX35ER does come with brake pads. They are hard to see in the pictures but they are in the calipers and we had a review from a customer who mentioned they are included.

Hey Chris,I bought marine grade rotors, calipers , pads and hardware for 2 axles.. Each wheel came in a separate box . Two boxes didn’t have the pads . Packing error at Dexter. Ordered the pads I still needed for 1 axle and only 1 set arrived. E-Trailer made it right.The pads were not loaded in the calipers but upon arrival. They were a very snug fit, probably because of the coating. Appeared to be good quality, but time will tell.
