I recommend starting off by checking the owner's manual for the tow ability and pretow procedures for the 2013 Subaru Forester.
The Blue Ox Base Plate Kit, # BX3616, was custom designed to fit the 2013 Subaru Forester. This strong and durable base plate kit has hidden reinforcements, along with the removable bracket arms, to provide a clean, unobtrusive look when your car is not being towed.
As for a tow bar, I recommend the Blue Ox Alpha Tow Bar, # BX7380. With the unique swivel feature and self-aligning arms that automatically center and lock in place, hook up is quick and easy. Safety cables are included so you will not have to purchase those separately. I have attached a video that will give you a general idea of how the tow bar will connect to your Forester.
To power the vehicle's lights you need a wiring kit like the Tow Ready Diode System, part # TR118821. This kit lets you wire the Forester to accept the tow vehicle's tail, brake, and turn signal lights for flat towing by providing a 4-way flat plug at the front of the vehicle.
Most states now require a supplemental braking system on the vehicle being flat towed. One of the easiest systems to set up and use is the Blue Ox Patriot Portable Braking System, # BRK2019. This proportional system activates the brakes in the towed vehicle with the same intensity as the brakes in the towing vehicle. Proportional systems are the safest way to stop and they reduce wear and tear on both vehicles.
