No, it will not Leslie but I have a couple of options that will.

For a wheel well toolbox that will sit below your tonneau cover, you'll want the DeeZee Specialty Series Driver's-Side Wheel Well Tool Box item # DZ95 or the DeeZee item # DZ95D if you're wanting one with drawers.

These tool boxes are only 19" tall so you should have no problem with your 22" tall bedsides. Without knowing what tonneau cover you have, I do recommend taking a quick measurement from the lowest hanging portion of your cover.
