It uses 3M automotive-grade adhesive tape on the underside so you can peel and stick it right onto the door sill without needing extra glue. The adhesive is strong and built to hold up to foot traffic and weather, but make sure the surface is clean and dry before installation for the best bond.

The WeatherTech SillProtector # WT26EE is for a 2019-current Subaru Forester.

Does the overlap on the sill protector effect the door gasket seal I noticed the open style doesn't overlap

@Tom No, the overlap on the WeatherTech SillProtector does not affect the door gasket seal. WeatherTech designs these so the material sits on the painted sill surface only and stays clear of the door’s rubber gasket area. The overlap you’re seeing is just extra coverage for scuff protection. It doesn’t extend far enough inward or upward to interfere with how the door seals.
