What are the Hole Spacing Measurements for U-Bolt Plate TRTP300175

Question:
this part is listed for 1-3/4inch springs , but the spec drawing shows 1-13/16 center to center on bolt holes which would make the I.D. between bolt holes where the spring goes 1-5/16 which is narrower than the spring by 1/2 inch ?

I went out to the warehouse and pulled the U-Bolt Plate # TRTP300175 to take the measurements personally. I have included a picture showing the correct dimensions for you.
