Yes, it can Jonathan! The Thule ReVert Vertical Bike Rack for 4 Bikes item # TH73VA is going to work great with a Beach Cruiser bike. This bike rack has a 55 lbs per bike capacity except when mounted on a van conversion or motorhome. It drops to 33 lbs apiece on those setups. It fits tires up to 3.0" wide and wheelbases up to 53" long.
The Thule ReVert item # TH73VA fits a 2" class III receiver hitch. It weighs 72 lbs.
