I bought 2 wheels off etrailer do they have be balanced when you install tires on them

Hi Harold; the wheels and tires do not need to be balanced. This is important on passenger vehicles but not for trailers. You can certainly balance them if you want to, it won't hurt anything either way, but most choose not to since it is unnecessary.
