Will this trunk tent work with a 2023 Kia Telluride with factory roof rails?

Yes it will, Dan. The sleeve of the Napier 5 person suv tent # NA49FR fits over the back hatch of the Telluride no problem, and you’ll use the straps to secure around the roof rack or roof rails. The sleeve has enough adjustment range to fit the Telluride’s shape just fine.
FYI, you can also use this tent without the SUV if you ever wanted to. You just zip of the vehicle side and you're all set.
