Hello Susie,
Great question. When installing the Blue Ox SwayPro Weight Distribution w/ Sway Control for 2" Hitch - 10,000 lbs GTW, 1,000 lbs TW # BXW1000 you will want to start with 9 links under tension. It is step # 9 in the instructions, I attached an image as well.
I say start with 9 links because depending on your set-up you may need to go to 10 or 11 links to get it in that sweet spot. Every application is different.
