Here are the parts I recommend using for flat towing your 2009 Chevy Cobalt:
- Blue Ox Base Plate Kit # BX1684
- etrailer SD Non-Binding Tow Bar # e47ZR
- Roadmaster 4-Diode Universal Wiring Kit # RM-15267
- FuseMaster # RM76511 (optional)
- Brake Kit # DM86VR for hydraulic OR Kit # DM26VR for air motorhome brakes
- High-Low Adapter (see attached article - bracket height is 14-1/4")
This is a mix of parts from different manufacturers, but they all hit the sweet spot when it comes to pricing and functionality which is why I like all of them. I'm attaching some videos of these parts for you to check out as well.
