Do Jam Nuts Stay Loose When Installing Rock Tamers Mud Flaps on Hitch Collar

Question:
Im installing my rock tamers today. I bought the rock tamers and the BandW stow and go hitch from you. When attaching the hub to the hitch, the lock washer and other washer dont even get used as the bolts are so long. I have a picture I can send you. Are the bolts supposed to be so long that the washers just dangle with over 1 of space left on the bolt?

Hey Mike, I'll be happy to help you out!
What you want to do is snug down the bolts on the Rock Tamers # ERT00110 and then once they are installed, you'll tighten down the jam nuts. I've attached a clip from the instructions for you to check out.
